Abstract

Throughout most of the Northwest Territories forces of economic decline and population increase and concentration have produced serious socio-economic problems, which are possibly best alleviated by out-migration. In contrast, the South Mackenzie area possesses adequate and expanding economic resources to meet the population changes. Current settlement patterns and policies, however, inhibit goal achievement. /// Pratiquement par tous les Territoires du Nord-ouest les forces du de´clin e´conomique, la population accrue et concentre´e ont occasionne´ des proble`mes socio-e´conomiques se´rieux qui, de toute probabilite´ seraient en partie reme´die´s par une e´migration hors des Territoires. Le district du South Mackenzie a, par opposion des ressources e´conomiques ade´quates et croissantes pour faire face a` ces changements de population. Toutefois, les mode`les et les politiques courantes de la colonisation entravent la re´alisation des objectifs.
