Abstract | In the early morning of August 26, 2006, a lookout tower employee at Athabasca Tower went missing under suspicious circumstances. The matter continues to be investigated by the Royal Canadian Mounted Police. The Athabasca Tower is a frequent visitor location, and is located about 10 km northwest of Hinton close to Highway 40. In the fall of 2006, Sustainable Resource Development (SRD) made the decision to assemble an external Expert Panel to examine the August 2006 incident and provide recommendations to the department on Personal Safety and Site Security at the Athabasca Lookout. The methodology used in this review included a complete review of all materials provided by Sustainable Resource Development, a review of additional requested materials, meetings with Sustainable Resource Development staff, site visits to Athabasca and Carrot Creek Towers, and a meeting with the Royal Canadian Mounted Police investigators working on the August 2006 disappearance of the Athabasca lookout observer. The key to any safety and security program is prevention of incidents and education and awareness of employees. It is recognized that any comments or recommendations provided in this review are non-binding on Sustainable Resource Development. |
