Abstract

Industrial sectors and/or sites regulated under the Fisheries Act are required to undertake Environmental Effects Monitoring (EEM) as an integral part of their responsibilities. This document describes the EEM regulatory requirements and objectives and the general program requirements; the study design; methods of conducting an EEM and reporting data; and requirements at pre-operational sites. The annex details specific EEM requirements that apply to pulp & paper plants under the Act's Pulp & Paper Effluent Regulations. These include requirements related to pre-design information that must be reported prior to undertaking EEM studies; quality assurance & quality control; sampling design; surveys of fish & invertebrate communities to determine effects on fish & fish habitat; tissue analyses & fish tainting evaluation; and toxicological testing of effluent.
