After outlining the methodology and terms of reference, the regional contexts, historical background, and regulatory environment are briefly reviewed. The design, organization, and functioning of camps are described, followed by a descriptive profile of camp personnel. An analysis follows of the way in which the functioning of the camp and the camp personnel impact the local communities.
